New Testament giving is not bound to a tithe of 10%, it depends on the moving of the Spirit in one's heart that determines the gift to be given! Giving in the Spirit is liberty to those who are still living in bondage under the law!
The apostle Paul taught the Gentile churches to give as the Spirit moved them to meet a need in the church. When one had an abundance he gave to those who were lacking. If we would practice that today we would see great miracles of divine provision. Instead of padding the preacher's pockets and building great and mighty cathedrals of glass and steel we would be contributing to the needs of the people.
True, ministry and overhead demand money, but when the overhead is leading the people to give and not the Holy Spirit it becomes bondage and opens doors to the demonic to bring about pride, greed, and deception! This is a danger for the modern-day church who many times forget the people's needs to pay their humongous overhead!
And God is able to make all grace abound toward you, that you having all sufficiency in all things, may have an abundance for every good work. II Corinthians 9:8
