"When I shut up Heaven and there is no rain, or command the locusts to devour the land, or send pestilence among my people, if My people who are called by My name will humble themselves, and pray and seek My face and turn from their wicked ways, then I will hear from Heaven, and will forgive their sin and heal their land. "Now My eyes will be open and My ears attentive to prayer made in this place." II Chronicles 7:13-15

God spoke to Solomon after he had dedicated the house of God and had prayed, and He spoke this promise to him which has been prayed by God's people ever since! II Chronicles 7:14 is a type and shadow for us today concerning our condition in these last days.
When God says Heaven is shut and there is no rain He is speaking of the Holy Spirit and the lack of any spiritual life, the locusts represent demons and pestilence can be several things such as sickness, addiction, or the plaque. All of these have affected America and because of her great sins, the blessings of Heaven are withheld.
To pray this scripture over and over without any result is because there is no repentance, and if you say what sin has America committed, it has allowed the premeditated murder of God's unborn children in some cases up until birth or even after. Sixty million unborn citizens wiped out in the name of choice. May God have mercy!
Now all these things happened to them (our unfaithful ancestors) as examples, and they were written for our admonition, upon whom the ends of the ages have come. I Corinthians 10:11
