The law of the Lord is perfect, converting (restoring) the soul; the testimony of the Lord is sure making wise the simple. The statutes of the Lord are right, rejoicing the heart; the commandment of the Lord is pure, enlightening the eyes; the fear of the Lord is clean, enduring forever; the judgments of the Lord are true and righteous altogether. Psalm 19:7-9

The word of God and the attributes of the Holy One are perfect, and when it enters the heart of man it will convict and convert his soul, exposing his deeds, he will repent and turn away from his sins.
The testimony of the Lord can be our testimony of His grace and mercy or miraculous power that changed us, healed us, or transformed us! God's commandments are pure and holy and like an ointment they give light to our eyes! The fear of the Lord is the beginning of wisdom giving man the way of escape from temptation!
The judgments of the Lord are true and righteous, unlike the judgments of man, they are fair and able to exhibit His character and heart when judging the deeds of men. His mercy endures forever!
More to be desired are they than gold, yea, than much fine gold, sweeter also than honey and the honeycomb. Moreover, by them Your servant is warned, and in keeping them there is great reward. Psalm 19:10,11
