Samuel delivered his last Message to Saul as he tried to ask for forgiveness, but it was too late God had already chosen a new king. Saul's rebellion would eventually prove fatal for him but in the meantime, God would send an evil spirit (demon) to torment him.
Samuel hacked Agag, Saul's prize to pieces and left to anoint David king of Israel! Just another day in the life of a prophet! Remember that these things in the Old Testament are examples for us today and Saul's behavior and rebellion carried stiff penalties even death for disobedience.
God had chosen a lad from Jesse's sons, a runt who was tending sheep, and insignificant son who had a powerful relationship with God! Samuel arrived and inspected seven sons for kingship but none of them were chosen and Samuel said to Jesse, "The Lord has chosen none of these, are all the young men here?" Jesse told him there was one more, the youngest, so they brought him to Samuel, and he anointed him king of Israel!
"For rebellion is as the sin of witchcraft, and stubbornness is as iniquity and idolatry. Because you have rejected the word of the Lord, He has also rejected you from being king.?" I Samuel 15:23
