Then Samuel spoke to all the house of Israel, saying, "If you will return to the Lord with all your hearts, then put away the foreign gods and the Ashtoreth's (Canaanite goddesses) from among you, and prepare your hearts for the Lord, and serve Him only; and He will deliver you from the hand of the Philistines." I Samuel 7:3

I Samuel 7:3
Eli was dead and his sons, and the Philistines had taken the ark of God into their temple, before their god, Dagon! The next morning, they found their god on the floor face down with its palms broken off and the judgment of God fell on the Philistines.
Tumors broke out on the people and thousands died so they cried out to their priests and diviners as to what they should do, and they told them to take the ark back to Israel. They did and Samuel called Israel to repent! Samuel judged Israel all the days of his life and when he was old, he made his sons judges, which never works for they were evil too!
Then the people cried out to Samuel for a king to rule over them and Samuel prayed to the Lord and He said, "Heed the voice of the people for they have not rejected you they have rejected Me, that I should not reign over them." So, Samuel obeyed the Lord and proceeded to find the one who would be king.
So, when Samuel saw Saul, the Lord said to him, "There he is, the man of whom I spoke to you. This one shall reign over My people." I Samuel 9:17
