Then I saw the wicked buried, who had come and gone from the place of holiness, and they were forgotten in the city where they had so done. This also is vanity. Because the sentence against an evil work is not executed speedily, therefore the heart of the sons of men is fully set in them to do evil. Ecclesiastes 8:10-11

People continue to sin because their sins do not receive their sentence all at once. The wages of sin is death, but death doesn't come all at once! This is why sinners don't repent because they are not convicted until their sin is exposed!
King David committed adultery with his neighbor's wife and had her husband, Uriah, killed in battle. David married Uriah's wife, Bathsheba, and they had a son. This sin was not exposed for a year, and David had no conviction; everything was swept under the proverbial carpet!
God had not forgotten David's sin, and he sent the prophet Nathan to convict him. Nathan told of a man who took his servant's only ewe lamb and served it up for a visitor, and David jumped up and said, "That man shall die!" Nathan said to him, "You are the man!" At that moment David was flooded with godly sorrow and repented, and although God forgave his sins, which carried a death sentence, the consequences of his behavior followed him to the grave!
Though a sinner does evil a hundred times, and his days are prolonged, yet I surely know that it will be well with those who fear God, who fear before Him. But it will not be well with the wicked; nor will he prolong his days, which are as a shadow, because he does not fear before God. Ecclesiastes 8:12-13
